Chesapeake Energy - COI (Casper, WY) – Sr. EHS
Representative/Construction Foreman
Dates: (March. 2013 to October 2014)
Implement corporate and district EHS initiatives and goals. Provide
training to district staff, contractors and service providers in all
environmental and safety regulatory requirements. Work closely with
state, federal and local regulators in planning, completion and remediation
of environmental spills and releases with drilling and operations.
Oversee Waste Management for the Rockies District. Investigate all
safety and environmental incidents that occur on Chesapeake locations for
completion, operational and remedial activities in the Rockies
District. Perform investigations and root cause analysis (RCA) on
incidents and work closely with contractors for corrective actions on each
incident and to initiate and closeout all RCA reports. Develop and
implement emergency management processes for office and field
environments. Aiding in directing and implementing Air Quality
Compliance and Permitting for the Rockies District. Conducted 100 % of the
training sessions for OSHA critical awareness topics to Chesapeake personnel,
including but not limited to: Health and Bloodborne Pathogens, LOTO, Fire
Protection, Electrical Safety (NFPA 70E), Trench and Excavation, H2S, Walking
and Working Surfaces, Fall Protection, Confined Space QI, Hot Work QI and
PPE. Conducted monthly and bi-monthly environmental and safety training
sessions with contractors and vendors to discuss trending and awareness
topics. Conducted Smith Systems drivers training for all Rockies
Chesapeake personnel. Also provided First Aid/CPR and AED training to
all employees.
Carried out the construction goals for
facilities, including: Assisting in design of facilities in the
Powder River Basin and supervised the construction of oil and gas facilities,
pipelines and repair operations. Generally supervise multiple crews of
construction and roustabout contractors that perform construction and repair
of: flow lines, gathering lines, tanks, electrical infrastructure and
facilities. Worked closely with Field Services (Civil Construction) and
Production Superintendent and Foreman.
Accomplishments:Successfully developed and
implemented procedures and policies to decrease incident rates with our
contractors and continued to maintain low incident rates internally with our
staff, zero (0) TRIR for 5 years. Implemented and carried out a weekly
awareness announcement to all employees, contractors and vendors to increase
awareness and reduce incidents. Successful in decreasing motor vehicle
incidents by 90%. Successful in implementing programs and work
committees to reduce environmental releases by over 60% and the amount of
fluid spilled by over 75%.
Zwiebel EHS for Energy (Casper, WY) – Rockies
District EHS Manager Dates: (Feb. 2012 to March 2013)
Developed and implemented Rockies District Inspection and Audit Protocol and
related parameters; worked closely with Casper Chesapeake Field office in the
implementation of the inspection process and regulatory inclusion and
administration; worked with Zwiebel EHS staff throughout the US in inspecting
Chesapeake’s Salt Water Disposal Wells. Perform environmental, health
and safety audits at many Chesapeake’s drilling, production, completions and
construction sites. Conducted training sessions for OSHA critical
awareness topics to Chesapeake personnel, including but not limited to:
Health and Bloodborne Pathogens, LOTO, Fire Protection, Electrical Safety
(NFPA 70E), Trench and Excavation, H2S, Walking and Working Surfaces, Fall
Protection and PPE.
Accomplishments:Successfully completed Chesapeake
Energy’s Salt Water Disposal Well Inspection Initiative; Successful in the
development and implementation of the Chesapeake Energy’s Rockies inspection
protocol and processes. Successfully carried out training programs and
decreased the incident rate and TRIR by 15%.
ENCO Enterprises, LLC (Riverton, WY) – Owner,
President Dates: (Aug. 2007 to 2012)
Performed engineering design, construction management, general contracting,
surveying, QA/QC and other professional consulting services; Developed
construction management procedures for the Shoshone Tribe; Represented Tribe
on their behalf for quality assurance, quality control and code compliance;
Worked with State, Federal and Local governments in aiding the Tribes in
management of Tribal Water Resources.
Accomplishments:Designed and constructed addition
to the Shoshone Rose Casino: performed Architecture, Civil, Mechanical,
Drainage and Roadway design. Planned and designed the 7D irrigation
pipeline facility.
Shoshone and Arapaho Tribes (Ft. Washakie, WY) –
TWE/Director of Engineering Dates:
(1996-2000, 2006-2007)
Performed engineering design, construction
management, general contracting, surveying, QA/QC and management of water
resources program; Oversaw and managed between 5 and 17 individuals in the
field of water conveyance design, dam design and construction, water
management and field operations, water rights, materials testing, budgeting,
scheduling, development of water code and regulations; designated as the Wind
River Safety Officer for the S&A Tribes; placed in charge of overseeing
the Environmental Protection of rivers, streams and wetlands; performed delineation,
design, construction and mitigation of wetlands; worked with Oil and Gas
Commission in the oversight of drilling and production operations on the Wind
River Reservation, including the analysis and inspection of pipelines in the
Mexican Flat Area; Worked with Land Use Committee in the development, land
use, right or way and easement for oil and gas, construction, roadway and
home site development. Experience included many field investigations,
meetings and presentation on exploration, drilling and production operations
and comprehensive EHS inspections and OSHA awareness training and QA/QC on
projects.
Accomplishments:Successfully completed the design
and construction of $10 million Washakie Dam Rehabilitation;
Developed and completed Wind River Irrigation Rehabilitation Priority List
(Est. $70 million)
and completed approximately 25% of the design and construction of those
projects. Successfully managed full water resources, engineering
program; successfully completed the design and development of many
evaporation ponds, reserve pits, water conveyance systems, reservoirs, dams,
roads, 404 wetlands disturbance
projects.
BIA (RMRO and Wind River) – Supervisory Civil
Engineer Dates: (1999-2006)
Performed Duties with Tribal Water Engineers
Office through 2000;
Managed Wind River Irrigation Project
(1999-2000); Managed full water resources and irrigation staff; managed
irrigation project extending over 500,000 acres and over 500 miles of ditches
and canals; provided assistance and oversight of Wind River Facilities
Program; Was the Wind River Safety Officer, working closely with state,
county and local safety management team, especially during Y2K; Worked with
Natural Resource Department with the Review, Implementation and Regulation of
Oil and Gas Operations on the Wind River Reservation, including monitoring
production, well location and to make sure all necessary permitting was in
place; Designed and oversaw delivery pipeline construction and leak
prevention through wetland areas in the Mexican Flat Area. Acted on
Behalf of the Superintendent on his absence, managing all agency staff and
approving official; was records management and coordinator for Wind River
during the gathering of records for the Cobell vs. United States case.
Managed Wind River Transportation (2000-2002,
2003-2006) - Oversaw and managed force account work on transportation
projects on the Wind River Reservation, including planning, right of way,
preliminary design, design, construction and management, quality control and
quality assurance, surveying, budgeting, scheduling and other services;
Managed full force account crew of between 20 and 30 employees. Worked
closely with the Realty Department with Right of Ways, Easements,
Construction Permitting and Land Use development. Directed and managed
the health, safety and environmental program. Investigated and reported
on all incidents.
Wind River Safety Officer (2000-2002, 2003-2006)
– Was assigned the duties of the Wind River Safety Officer. Oversaw
emergency management system for the Wind River Reservation and was the
incident commander during spills, releases, dam safety, flooding, evacuation
and cleanups. Worked closely with the Realty department in the
negotiation of leases, surveys, civil designs and environmental health and
safety issues in the field. Developed and implemented EAP’s.
Regional Design Engineer (2002-2003) – Managed
full design department in Billings, BIA Rocky Mountain Regional Office, which
included full design and surveying staff of 10 employees; Assisted
Construction in planning and oversight of construction projects throughout
Rocky Mountain Region; Estimated and inventoried over $17 million worth of
road projects on an annual basis; Placed on several Regional committees,
including: Reorganization of the budgeting system, P.L. 93-638 evaluation and
negotiation committee; Acted on behalf of the Regional Transportation
Director in his absence, overseeing and managing over 200 employees,
including; 7 reservation construction crews, 6 civil engineers, and many
others.
Rocky Mountain Regional Safety Committee
(2002-2003) – Was instrumental in the development and management of the
regional safety, health and environmental program. Investigated and
reported incidents throughout the BIA-Rocky Mountain Region. Developed
regional EAP’s for regional environmental, health and safety programs.
Trained all field personnel in OSHA awareness topics and safe work practices
for OSHA 1910 and 1926.
Accomplishments:Successfully designed,
constructed and managed over $40 million worth of transportation and
irrigation projects; Received award from Bruce Babbot for outstanding
directing and coordinating on records management for Cobell case; Received
several awards and honors for outstanding performance and management;
Reprogrammed Regional Maintenance Program; Managed facility and transportation
for Rocky Boy’s Reservation program;
Acted on behalf of the Wind
River Agency, in the absence of a Mining Engineer, for regulation and field
operations oversight.
